Mr Dlamini is the Managing Director of the Black Management Forum. He is the former Chief Executive Officer of the National Gambling Board, the Independent Communications Authority and Construction Education and Training Authority (CETA). He is also the former Deputy Director-General responsible for Corporate Services and Governance at the Department of Science and Technology.

Other positions he has held include: Special Advisor to Minister of Labour; Chief Director responsible for Corporate Services at the Provincial Department of Health in the North West; Manager responsible for Regulatory Affairs at Telkom; Project leader at the DBSA and Research Assistant at The Urban Foundation.

He holds a Diploma in Business Administration, Bachelor of Arts degree in Economics, and a Master of Arts in Development Economics degree.
